AI Chatbots Deliver ‘Unreliable and Biased’ Election Guidance, States Dutch Watchdog

AI assistants are proving to be “inaccurate and evidently prejudiced” when providing election recommendations, the Netherlands’ data watchdog has stated, issuing warnings about a potential threat to democratic processes just over a week before national elections.

Study Shows Repeated Partiality in Chatbot Recommendations

The four chatbots tested by the AP “frequently recommend identical two parties”, irrespective of the voter’s inquiry or input, the watchdog noted in a report published ahead of the late October vote.

In more than half of the cases, the AI recommended either the right-wing PVV of the politician Geert Wilders or the progressive GroenLinks-PvdA led by the ex-EU commissioner Frans Timmermans.

Some parties, such as the centre-right CDA, “are rarely ever cited”, even when the voter’s query precisely aligns with the stances of these political entities, the study pointed out.

Official Warns Against Using AI Chatbots for Voting Guidance

The vice-chair of the data protection agency, Monique Verdier, commented that while chatbots may seem like clever tools, “as a voting aid, they consistently fail”. Citizens were being steered toward a party that might not correspond to their political views, she emphasized.

“This immediately affects a cornerstone of democracy: the integrity of free and fair elections,” Verdier stated. “We thus caution against employing AI assistants for voting advice, as their functioning is opaque and hard to confirm.”

Election Context and Political Landscape

The Dutch head to the polls on 29 October in an election that will be closely watched around Europe for the performance of the PVV.

The right-leaning group of Geert Wilders is leading the polls but the gap to the left-wing and centre-right parties seems to be closing, with numerous electors yet to make up their minds.

Every significant political faction have rejected a coalition with the PVV, implying the runner-up party is most likely to supply the future head of government.

Inadvertent Prejudice Linked to Chatbot Functioning

The AP stressed that the bots were not deliberately biased, and that their “identified shortcomings” are a consequence of the way AI chatbots operate.
